Lure Mysteries Episode 3:  "A Piece of the Puzzle"

This week's episode of Lure Mysteries is a "lure" I've had for a long time.  Dating back to a large lot of lures I bought back in the 1990's.  It was a rather large lot and included a lot of variety and some really old lures.  At the time I purchased this lot I was rather new to the hobby and was convinced this lure was only missing the back hooks or was a piece of something really old.  Well many years later I'm not even sure it's a lure.  It could be, certainly.  It has the look and feel and aged effect of a lure.  In my opinion it is too well crafted to be folk art but who knows.  I used to think it was part of a lure I had yet to identify. 

My best guess now is that it is a piece of something else not lure related that I have yet to identify.  The hardware seems a bit heavy for a lure upon closer inspection.  That being said, I have been fooled before so wanted to take this to the lure community and see what everyone thinks.  Maybe we can finally get a positive ID.  Take a look at the photos below and let me know if you can help solve this puzzle.

Do you know what this "lure" is?  Any information that may lead to the ID of this lure and the maker / company is greatly appreciated.  Please comment below with any information or leads you may have.  I will update this post when we have cracked this case.
